In order to address issues of depleting ground resources and declining water levels across the country, Government of India has constituted Artificial Recharge of Ground Water Advisory Council on 17th April 2006 headed by the Hon’ble Union Minister of Water Resources. The composition, objectives, term of reference and other related issues have been indicated in the RESOLUTION of the Ministry of Water Resources, Government of India. NOMINATIONS in Advisory Council include Representatives from subject experts, farmers, financial institutions, industries/Public Undertakings and NGOs.
FIRST MEETING of the Council was held on 22.07.2006 at New Delhi. This was inaugurated by Dr. Manmohan Singh, Hon’ble Prime Minister. The meeting was Chaired by Prof. Saif-ud-din Soz, Hon’ble Union Minister of Water Resources. The Council recommended on prioritization of areas of artificial recharge, area specific recharge technologies, coordination of Central/ State/ Industry/ Staakeholders need for water management & capacity building, regulation of Ground Water etc. The Council decided to set up functional/ area based SUB-COMMITTEES for various activities.
SECOND MEETING of the Advisory Council took place on 12.09.2007 at New Delhi. Prof. Saif-ud-din Soz, Hon’ble Union Minister of Water Resources released the Manual on Artificial Recharge of Ground Water prepared by the CGWB during the meeting. The council recommended for stepping up regulatory measures in urban areas, dissemination of information on Roof Top Rainwater Harvesting & artificial recharge through various media, farmers participatory village demonstration programmes on more crop per drop of water, synergy with other national programmes & private sector participation in artificial recharge.
THIRD MEETING of the Advisory Council on Artificial Recharge to Ground water was organized on 8th April 2010 at New Delhi under the Chairmanship of Shri Pawan Kumar Bansal, Hon’ble Union Minister of Water Resources. The Council recommended for up scaling recharge programme, not permitting intensive water use industries in water scarce over exploited blocks, participation of Panchayats & Women in water management programmes etc.
